The Head of Enterprise Data Management & Governance will define and lead ROOT Intelligence’s enterprise data management and governance strategy - ensuring that data is clearly owned, consistently defined, trusted, secure, auditable and managed throughout its lifecycle.
This role will establish the governance framework, data ownership model, stewardship practices, data quality standards, business glossary, metadata and lineage requirements, and enterprise data policies that enable trusted data across all business functions.
Working closely with Data Science & Innovation, Platform Engineering, Business Technology and business data owners, the role will translate enterprise data governance requirements into clear standards, controls and prioritised requirements for implementation in ROOT Intelligence’s data platform and operational systems.
The role enables analytics, AI and operational decision-making by ensuring the business has well-governed, well-defined and trusted data, but does not own data engineering delivery, analytics models or AI model development

Key Responsibilities:
Enterprise Data Management & Governance
- Define and own ROOT Intelligence’s enterprise data management and governance strategy, ensuring data is treated as a trusted, controlled and well-managed organisational asset.
- Establish the policies, standards, forums and decision rights required to govern data consistently across the business.
- Drive adoption of strong data management practices across underwriting, exposure management, claims, finance, operations, capital, risk, analytics, AI and OCEAN.
Data Ownership, Stewardship & Accountability
- Establish and embed a clear data ownership and stewardship model across ROOT Intelligence.
- Define responsibilities for data owners, data stewards, data producers and data consumers.
- Work with senior business leaders to ensure critical data has clear ownership, accountability and quality expectations.
Data Quality, Definitions & Standards
- Own the enterprise data quality framework, including quality rules, thresholds, issue management and escalation routes.
- Establish and maintain business definitions, critical data elements and data standards for core enterprise datasets.
- Ensure data quality issues are identified, prioritised and resolved in partnership with business owners and technology teams.
Metadata, Lineage & Lifecycle Management
- Define requirements for data catalogue, metadata, lineage, documentation, retention, archiving and deletion.
- Ensure core datasets are discoverable, understandable, traceable and appropriately governed throughout their lifecycle.
- Support auditability, regulatory evidence, impact assessment and change management through clear data documentation and lineage.
Master & Reference Data Governance
- Own the governance framework for master and reference data, including cedents, brokers, territories, geographic codes, lines of business and other shared enterprise definitions.
- Define standards, ownership and change-control processes for master and reference data.
- Ensure master and reference data is consistently defined, governed and used across business functions, platforms and reporting processes.
Access, Privacy, Compliance & Regulatory Alignment
- Define governance requirements for data access, permissions, sensitive data handling, privacy, retention and regulatory evidence.
- Partner with Risk, Security, Legal, Compliance and Business Technology to ensure appropriate controls are in place for sensitive and regulated data.
- Ensure alignment with Lloyd’s minimum standards for data management and other relevant regulatory, audit and assurance requirements.
Partnership with Data Science & Engineering
- Partner with Data Science & Innovation function to ensure governance, quality, ownership, metadata and lineage requirements are engineered into ROOT Intelligence’s data platform.
- Maintain clear accountability boundaries: this role owns enterprise data management and governance; Data Science & Engineering owns technical data engineering strategy, platform build and production delivery.
- Ensure data used for analytics, AI, modelling, OCEAN and operational decision-making is trusted, traceable, documented and appropriately governed.
Experience/Requirements
- Senior experience in enterprise data management, data governance, data quality or a similar data leadership role.
- Proven track record defining and embedding data governance frameworks, policies, standards and operating models.
- Strong understanding of data ownership, stewardship, data lifecycle management, metadata, lineage, data catalogue and data quality practices.
- Experience working with business leaders to establish clear accountability for data across complex organisations.
- Ability to translate regulatory, risk and business requirements into practical data management standards and controls.
- Strong stakeholder management skills, with the ability to drive adoption of data governance practices across the business.
- Comfortable operating in a greenfield environment, with the ability to create structure, prioritise activity and build scalable practices from the ground up.
- Strong understanding of modern data platforms and how governance, quality, metadata and lineage requirements are implemented technically, without needing to own the engineering build.
