Director of Veterinary Sciences

Brightwater Executive is delighted to be retained exclusively by our client, the Health Products Regulatory Authority (HPRA) in their search for a Director of Veterinary Sciences.

About the Company

The Health Products Regulatory Authority (HPRA) is the independent regulator of medicines, medical devices and healthcare products in Ireland. The Agency is of substantial strategic importance to both public and animal health protection. Through its regulatory role it directly contributes to better health outcomes, as well as supporting the relevant industry and broader life sciences sectors based in Ireland and across Europe.

The Veterinary Sciences (VS) department of the Health Products Regulatory Authority (HPRA) is responsible for regulating and monitoring the safety, quality, and efficacy of veterinary medicines and animal health products in Ireland. The VS department also has responsibility for the authorisation of studies using animals in Ireland, under scientific animal protection (SAP) legislation.

About the Position

Reporting directly to the CEO, the Director of Veterinary Sciences is responsible for contributing to HPRA's organisational strategy, leading the department to achieve strategic objectives while ensuring effective resource management and safeguarding the delivery of scientific assessments in line with EU and national legislation.

Key Responsibilities

  • Contribute to the development of HPRA's organisational strategy and agree on strategic objectives, adapting them to ensure public health protection and contributions at national and European levels.
  • Lead the translation of high-level objectives into realistic plans, manage the department's budget, align resources with strategic goals, and foster a common vision across the organisation.
  • Ensure appropriate veterinary and scientific animal protection communications for the HPRA, including interactions with key external stakeholders.
  • Ensure robust governance, engagement and delivery of outputs for the Advisory Committee for Veterinary Medicines and the National Committee for the Protection of Animals used for scientific purposes.
  • Oversee the operation of veterinary medicine authorisation procedures, inspections, and projects involving scientific animal protection, ensuring the department has the necessary expertise to meet evolving assessment needs.
  • Liaise with various government departments and regulatory bodies, ensuring effective measures for defective medicine recalls and contributing to new legislation proposals.
  • Represent HPRA at national and international meetings, contributing to strategic planning and policy development within the organisation.
  • Lead, mentor and motivate a multi- functional team, proving effective and meaningful leadership, support and clear direction to each section.
  • Manage departmental performance, set targets, monitor quality, and ensure active participation in HPRA's quality management system.

Experience/Requirements

  • A degree in veterinary medicine, medicine, pharmacy, or in another relevant life sciences discipline.
  • Over five years’ relevant experience at senior management level including strategic decision making in any of the following areas: the healthcare industry, veterinary medicine or regulatory affairs.
  • Significant experience in the leadership, motivation and maintaining focus on an inclusive culture of large, high performing multi- disciplinary team(s).
  • Experience in strategy development and implementation.
  • Proven experience executing change management programmes.
  • Budget management experience.
In addition to this the candidate will ideally have:
  • Knowledge of EU assessment procedures for veterinary medicines and associated regulatory requirements.
  • A relevant postgraduate qualification.
  • Proven ability to communicate fluently and efficiently at all levels including with stakeholders, media and represent the organisation at national and European levels.
Key attributes for this role:
  • Decision-Making & Results Orientation: Demonstrates strong decision-making skills, prioritises effectively, and remains committed to achieving goals.
  • Negotiation & Representation: Strong negotiation, advocacy, and strategic relationship-building skills at national and international levels.
