About the Company

The Land Development Agency (LDA) is a key Government Commercial Semi-State Body that delivers social and affordable housing on State and other lands. 
The LDA has commenced construction on various state sourced lands and is currently working on about 20 direct delivery projects that can deliver over 8,000 homes. It is also delivering affordable housing by working with private sector, which will yield a further 5,000 homes on land provided by housebuilders.
The LDA is underpinned by a positive, collegiate, ‘can do’ culture based on our core values of Integrity, Results, Collaboration, Sustainability and Innovation. Our team is around 160 people and growing rapidly.

About the Position

The Head of Procurement is a newly created role at the LDA, recognising the significant growth in scale and complexity of the Agency. 
Reporting to the Head of Operations, this role will be responsible for the ongoing formulation and implementation of the LDA’s procurement strategy, which is to support the operations of the LDA while also ensuring compliance with procurement best practice and value for money.

Key Responsibilities

  • Working with the heads of business units in the LDA, leading procurement and contracts management for the Agency. 
  • Directing and guiding strategic procurement sourcing activities for large value, complex contracts. 
  • Leading the development, implementation and maintenance of a robust Supplier Relationship and Performance Management strategy. 
  • Resource planning and performance management for the Procurement & Contracts function. 
  • Establishing and embedding Procurement best practice / standard operating procedures. 
  • Ensuring full compliance with EU, Government and LDA Corporate procurement Guidelines. 
  • Ensuring procurement policy, processes and systems are implemented, monitored, and adhered to ensuring compliance with business governance. 
  • Reporting on procurement activities to the LDA’s governance structure including its board and relevant committees.
 

Experience/Requirements

  • Third level qualification, or equivalent, in Construction or a related disciple (e.g. Engineering, Project Management) 
  • Full membership of a relevant chartered institute is desirable e.g. CIPS, IEI, ICE, RICS, APM, CIOB. 
  • Significant experience of providing strategic leadership and direction in Procurement and Contract Management within a large and complex organisation, preferably within construction industry/ on behalf of public bodies
  • Development and implementation of Procurement strategy, aligned to the business programme and operating model. 
  • Broad understanding of how the wider Business organisation operates and its high-level strategies in order to influence and to align procurement with them for the short, medium and long term. 
  • Guiding strategic high value procurement activities and evaluation, with an appreciation of whole-life cost. 
  • Project procurement and contract management at a senior level. 
  • Setting-up and leading Supplier Performance and Relationship Management programmes driving high value business performance through innovative supplier relationship strategies. 
  • Extensive experience of a range of commercial agreements and legal awareness of contract risks, including experience of drafting complex and bespoke contract terms and commercial principles including supplies, services and framework agreements.
